Canada Media Fund Factor Weights And Genre Allocations for 2014-2015

Canada Media FundThe Canada Media Fund (CMF) has announced the factors weights for the 2014-2015 Performance Envelope (PE) calculations. This announcement reflects decisions made by the CMF’s Board of Directors following a series of consultation sessions and working groups with members of the industry, and aligns with the CMF’s strategic objectives of rewarding success, ensuring a diversity of voices and fostering industry innovation. In order to provide more meaningful access to smaller broadcasters in the PE program, projects financed through some selective programs will be included in the calculation of all PE factors specifically, the Aboriginal Program, the English POV Program, and the Francophone Minority Program. Projects funded through these programs have been eligible for the Audience Success factor credit (if aired in English or French) and will now be eligible for the other PE factors.

First-come, first-served Convergent Stream production programs such as the Convergent Digital Media Incentive and the Anglophone Minority Incentive continue to be included in the calculations.

Beginning with the 2014-2015 Performance Envelopes, smaller broadcasters or broadcaster groups with PE allocations up to $5M, in both linguistic markets combined, and all educational broadcasters, will have 100% flex in genre allocations while caps on broadcaster-affiliated and in-house productions will be waived.  This threshold has been raised from $2.5M in 2013-2014.

The factors and factor weights for PE and Development Envelope calculations remain the same as in the 2013-2014 allocations.

1The English documentary allocation reflects the allocation of funds to the English POV program.

The Performance Envelope Manual and Development Manual will be updated shortly to reflect changes. The CMF’s Program Budget and Guidelines for 2014-2015, will be announced before the end of March 2014. Broadcasters’ Performance Envelope allocations and Development Envelope allocations will be announced in early April 2014.
