The CMF Announces Factor Weights For 2012-2013 Performance Envelope Calculations

Canada Media Fund [1]The Canada Media Fund [1] (CMF) has announced its factors weights for the 2012-2013 Performance Envelope calculations. This announcement reflects decisions made by the CMF’s Board of Directors following a series of consultation sessions and working groups with members of the industry, and aligns with the CMF’s objectives of rewarding success and driving convergence across the industry.  

The CMF is introducing modifications to weights of two factors.  First, the Original First Run factor will apply to all genres including Children’s & Youth and Documentary, thus further encouraging the creation of original content in these genres.  Second, the Digital Media Investment factor will be increased from 5 per cent to 10 per cent, supporting the CMF’s commitment to encourage growth of convergent media projects.

As a result, the existing Above-Threshold Licensing factor will be decreased from 10 per cent to 5 per cent in French broadcasters’ Performance Envelope calculations, and will be completely eliminated from English broadcasters’ Performance Envelope calculations.

The Factor Weights for 2012-2013 are:

The Performance Envelope Manual will be updated shortly to reflect these changes.  Broadcasters’ Performance Envelope allocations, as well as changes to the CMF’s Program Guidelines for 2012-2013, will be announced in late March.
