Our Take On The New BC Tax Incentives

Orby - Proud to be CanadianAldergrove – As many of you are already aware, the Province of BC announced their new proposed Tax Incentive program for the digital media industry, to be combined with changes to the film industry’s tax credits last week. This is very good news not only for the video game sector, but also for many aspects of the interactive entertainment industry.

Speaking to the announcement, Tim Lewinson, Creative Director of Vancouver’s Massive Bear Studio, stated that “as a rising company in the Vancouver development scene, Massive Bear is happy to see the provincial government recognize the importance of sustaining British Columbia’s position as one of the world’s preeminent game development hubs. By working with government to reinvigorate job growth and investment in BC, we can continue to create some of the world’s best games. There’s too much talent and history in BC’s interactive entertainment sector not to take advantage of the opportunity to work with film, television, and animation industries in building a next-generation digital media hub right here. This announcement is an important first step in getting there.”

Sadly, the film industry is crying somewhat foul in regards to the changes to this program. Shawn Williamson of BrightLight Pictures was quoted in CBC’s coverage of the announcement as saying “”What they’ve announced is the increase for video games, which will put money into the pockets of the Pixars and Electronic Arts and large video game companies which are based primarily in Los Angeles,” Williamson told CBC News. “Those companies are likely to invest and be happy. Companies like ours who produce and finance our own productions that keeps the wealth effectively in the province didn’t get a bump on the tax credit.”

While I respect Mr. Williamson’s feelings, he perhaps doesn’t understand the long history of Electronic Arts in the local game development culture and the important role the Burnaby campus has played in the growth of our local industry. I would like to direct him to an excellent article in the Georgia Straight. Written by Blaine Kyllo, this article takes a look at BC’s video game development family tree and how the industry has grown since the day Don Mattrick and Jeff Sember released the first Vancouver-developed game, Evolution, in 1982. The global video game development industry, in comparison to the film industry as a whole, is quite young and Vancouver was right there in the industry’s infancy.

For example, the first documentary filmed in Kamloops dates from 1912, and then during the 1930’s, several Hollywood studios began filming their “Quota Quickies” (today’s “B” movies) in Vancouver. One of the first TV series filmed here was the original Littlest Hobo, which was filmed at Hollyburn Studios in West Vancouver from 1963 through 1965. The point I am trying to make here is that Vancouver, and British Columbia as a whole, has had a presence in the early days of not just one creative industry, but in many.

Going back to Shawn Williamson’s comment about the “large video game companies which are based primarily in Los Angeles” – what he neglects to understand is that there are thousands of people employed in the digital media industry in BC – by small to medium-sized enterprise as well as by the bigger studios such as EA Canada, Radical Entertainment (Activision-Blizzard) and Relic Entertainment (THQ). Small studios such as Fit Brains, who may employ only a dozen people, and medium-sized studios such as Next Level Games, who employ a few dozen people will benefit greatly from this program. All of the above-named studios were producing product long before there any kind of provincial tax credits available to them. They didn’t stay because of a possible video game tax incentive some time in the future. They stayed because BC has talent.

I do have to wonder if Mr. Williamson has ever sat and watched the credits roll by at the end of a video game; just as in film and television production, there are many talented people employed for a game production beyond those who create the characters, build the environments and write the computer code. There are audio specialists, voice actors, office administration, human resources, marketing specialists, video compositors, musicians, motion-capture specialists, story and technical writers and so many more.

Students who graduate from local (and world-class) post-secondary programs such as those offered by VFS, the Art Institute, VanArts, Emily Carr, BCIT, Masters of Digital Media, SFU, UBC and all of the other post-secondary digital media programs will now have a better opportunity to find meaningful employment right here at home, because studios will now have a chance at being able to afford the labour costs and hire the necessary talent to see their projects through from concept to store shelf. Many of the teachers involved in these programs are themselves industry veterans who have chosen to pass their knowledge on to those just entering the talent pipeline.

Independent developers – whether they are experienced or newbies, as well as those who are on the brink of creating a new studio will now have better assistance and a chance to chase their dreams. With opportunities for finding seed capital from Venture Capital and Angel Funds – areas of industry which also receive tax incentives, and now with the new labour cost incentives, BC’s digital media industry can continue to develop its top-selling products and introduce new franchises.

I can’t describe the amount of hometown pride I felt when I saw the trailers for Tron: Evolution and True Crime come on the screen during the recent SpikeTV 2009 Video Game Awards, or the feeling that comes from seeing shelves full of newly released made-in-BC games on display behind the counter at an EB Games store – and knowing that my friends are doing what they do best – creating a product which is going to be consumed by eager gamers around the globe.

There are also many, many companies based in BC who work on the outer-fringes of the video game industry, adding after-market value or aiding in their development. Companies such as The Game Net, which develops social community sites for many of the top game franchises in the world – not just games developed in BC or Canada. Then there are companies like digital distribution specialist Yummy Interactive and value-added software distributors such as AnnexPro who offers services to not only the video game industry but also the film, visual effects, animation and music industries. The “outer-fringes” list could go on and on, from the IT folks to the printers who make up the game swag and packaging, but I’m sure you get the idea.

These tax incentives will lend aide to every aspect of digital media creation – video games, animation, visual effects, web-based products and the film industry. There are many major award-winning development studios in this province, and not just those who are on the Oscar podium (or who hope to be). They are not all owned by international publishing houses. As shown in Blaine’s “family tree” there are plenty of home-grown studios here, just like BrightLight Pictures and others in the film industry.

An important factor to remember when thinking about the video game development industry is that it’s not just about games any more. There are many components of the knowledge-based economy we see developing around the globe which are direct off-shoots of the video game industry and its technology. One does not need to look very far to find a myriad of examples where video game development and its innovation has had an effect in other fields such as medicine, science, education and even the military and security sectors.

The leaps and bounds which have been made in the video game industry over its young life are nothing short of amazing. From the pixelated characters of 8-bit graphics to the 3D wonders of Avatar, the video game industry has constantly pushed the envelope of interactive entertainment and creative knowledge, constantly amazing consumers with what they do as they seek to expand the immersive, interactive digital world.

“The B.C. video game industry sees the announcement as an important first step in creating a next-generation digital media hub and retaining our province’s preeminent position on the world video game stage,” stated Howard Donaldson, Chair of the BC Interactive Task Force and Vice President Studio Operations with Disney Interactive Studios. “We look forward to continuing to work collaboratively with the B.C. government as we finalize the details and implementation of this important new program.”

“British Columbia is home to many of the world’s most popular video games and home to many of the most talented, passionate game developers on the planet,” continued Donaldson. “With this announcement, we’re hopeful we can continue to nurture and grow this cornerstone industry.”

The entertainment world is no longer solely dependent on the film, toy and cartoon industries to develop their own progressive Intellectual Property. Instead, we see many corporations crossing over and blending these lines to drive consumers to purchase their products, and with the huge popularity of the consumer experience as it pertains to video games, we now see companies such as Disney, Warner Bros. Interactive, Hasbro, Lego and more claiming territory in the video game industry.

Yes, there are many local companies (video game, visual effects and film companies alike) who are ultimately controlled by a foreign corporate entity, but they are still employing local talent. Local talent who lives in British Columbia, and in all likelihood, grew up and went to school in British Columbia. What a great boon to our children for them to know that the digital media industry has a future in this province, because these huge corporations are supporting local industry and local talent.

Wendy Boylan, the PR and Marketing Manager for Ubisoft Vancouver and a member of the BC Interactive Task Force agrees, stating that this new addition to the tax incentive program is a “positive step for both industry and the government. Both sides worked hard in the past few months to create a plan that will not only sustain the industry, but with further partnering can create true growth and lead to a thriving digital hub in BC.”

The provincial government is deserving of praise in this move towards the new tax incentives for our industry. Elected officials have taken the time to tour through our studios, to meet the artists and technicians, and to find out what the industry’s concerns are and to learn about the clean technological processes under which they function. I commend both the government and the members of the BC Interactive Task Force for the amount of work, research and time they have spent in developing a plan for the future. We all know what is at stake, and I appreciate the efforts being taken to keep our talent in BC. This program may only be a first step, but is that not how all journeys begin?

In my opinion, it is wrong for the film industry to say that the proposed changes to these tax incentives will benefit only the video game industry. There are so many opportunities for cross-platform and cross-media franchises, and the BC Government has obviously been willing to sit down and visit ways to assist local studios from all areas of the industry. It’s time that the provincial creative industries as a whole began learning to work together to attract more of these possibilities instead of staying in their own playgrounds and calling foul.

Great Things Are Happening In The Canadian Rockies

Banff – Motivated by the great success of the 2009 Banff World Television Awards, The Banff World Television Festival (June 13 – 16 2010) is proud to announce a new competition for the 2010 season that aims to honour those with the talent and motivation to create a series pilot.

The inaugural Banff International Pilots Competition aims to recognize the talent and creativity it takes to conceptualize and create a pilot, be it online or on television. The competition accepts submissions from both “virgin” producers who have never had a show or program broadcast in any way, as well as “veteran” producers with least one show broadcast on cable, satellite or the Internet, or with a show in full production.

The Banff World Television Festival is also proud to be hosting two amazing opportunities to participate in training programs focused on the creative side of television. The Canwest Showrunners Program and The Canwest Global Writers Program allow creative minds looking to expand their experience in the television industry the opportunity to meet and train with some of the biggest names in TV during their time at Banff.

The Canwest Showrunner Training Program helps to position seasoned series writers for the role of showrunner by inviting successful applicants with their own series to pitch to attend the Banff World Television Festival on a full access pass. At BANFF, they will have the opportunity to attend master classes, pitch Canadian and US broadcast executives and will be part of individual sessions with renowned showrunners attending BANFF.

The Writers Apprentice Program offers emerging Canadian writers with the opportunity to gain significant experience by completing a four-week internship in the story department of a prime-time series and will also be invited to attend the Banff World Television Festival on a full access pass.

Application deadline for Showunners is March 10, 2010 and March 15th, 2010 for Writers Apprentice. There is an Early Bird submission fee now in effect for the International Pilots Competition – it’s only $75.00 to enter until March 1, 2010. Final deadline for the Pilots Competition is March 15, 2010.

Join us to learn about news trends and tips to ensure you are making money from your product. This event will be designed to support technology and innovation companies in the monetization of software/applications as well as a presentation on turning new trends into opportunities. A Great Turnout For Women In Games Vancouver Social

Women In Games VancouverVancouver – Approximately 50 ladies and gents attended the Women In Games Vancouver networking event which took place last evening in the HarbourviewWIGeh! 2010 Room at Steamworks Brew Pub. This event was held to introduce the group’s mandate, representatives and committees to members of the interactive industry, and many attendees signed up to participate in those committees.

It was great to see so many studios represented, including Fit Brains, Radical Entertainment, Hothead Games, Microsoft, Propaganda Games, Ubisoft Vancouver and 80 Elements to name but a few. Many thanks to event sponsors AnnexPro and Ubisoft Vancouver who provided nibblies and prizes. hotdocsTorontoHotDocs has launched the HotDocs Library, making hundreds of Canadian-made documentaries available to the viewing public. The Library is completely searchable, and there are also reference playlists which have been compiled by experts. The HotDocs Library is an excellent resource for students and researchers, and is free to use. The 2010 HotDocs Festival will be taking place from April 29 through May 9 in Toronto. The Festival will present over 170 films from more than 35 countries and welcome hundreds of visitors from around the globe. Festival passes are available online, but the official selection will not be announced until March 23rd, which is also when advance show tickets will go on sale.

BC Government Announces Tax Credits For Film and Interactive Digital Media

Province of BCVancouver – A proposed new tax credit for digital media, combined with changes to provincial film tax credits, recognizes the convergence of these sectors and supports the continued growth, development and competitiveness of B.C.’s video game and film sectors and the related employment they provide, Finance Minister Colin Hansen announced today.

“This is a made-in-B.C. incentive package that recognizes convergence is taking place within the film, television and the increasingly important video game and animation sectors,” said Hansen. “We are responding to industry needs and recognize that film, television, animation, and visual effects companies contribute over a billion dollars annually to the B.C. economy and generate thousands of jobs.”

Subject to approval by the legislature, the planned tax measures include:

·New BC Interactive Digital Media tax credit for video game development of 17.5 per cent of qualifying B.C. labour costs.

*Production Services Tax Credit on labour costs for foreign productions increased to 33 per cent from 25 per cent.

*Digital Animation or Visual Effects tax credit bonus increased to 17.5 per cent from 15 per cent.

*Qualified B.C. labour expenditures cap increased to 60 per cent from 48 per cent of production costs.

It is proposed that the film tax credit changes be effective for productions with principal photography that begin after Feb. 28, 2010. The BC Interactive Digital Media tax credit will be effective for qualifying video game development projects that begin after Aug. 31, 2010.

“Our changes will promote an increase in B.C.-based production for these dynamic and rapidly changing sectors,” said Tourism, Culture and the Arts Minister Kevin Krueger. “They will serve to help keep B.C. at the forefront of the North American film and television industry, while providing a significant boost for video game production in our province.”

The enhancements to the film tax credits will help B.C. compete internationally. The tax rate changes, coupled with B.C.’s other advantages including a highly skilled and well-trained workforce, means B.C. will continue to be a leading and competitive production location.
B.C. is the third-largest film and television production centre in North America, after Los Angeles and New York. In 2008, a total of 260 productions were shot in B.C. This included 65 feature films, 56 television series (dramatic, documentary and lifestyle/reality), 102 television projects (TV movies, mini-series, pilots, shorts and documentaries) and 37 animated series or projects.

Updates from FreshTV, Bioware and Fuel Industries

Bioware CorpEdmontonBioware has released several new screenshots for the upcoming Dragon Age: Origins expansion chapter Awakening. These new images focus on Vigil’s Keep in Amaranthine, which had previously served as the base of operations for the Howe family and their troops. .

Amaranthine was the first of the Fereldan arlings to fall to the Orlesian occupation. As the port Vigil's Keepcity burned, its ruling family, the Howes, fled to the countryside to wage a guerrilla war against the invaders that lasted for generations. No matter how enormous of a bounty the Orlesians promised, they could not rid themselves of the wily Howes and their ever-growing number of sympathizers.

The Howes chose the ancient fortress of Vigil’s Keep as their primary base of operations, hiding the entire rebellion within the vast complex of storage rooms and caves beneath “The Vigil” — right underneath the noses of their oppressors. When the Orlesians were finally ousted, it was at Vigil’s Keep that the flag of Amaranthine was first raised again, amidst cheers of victory. Vigil’s Keep became the new home of the Howes. Following the downfall of the Howes in Origins, Vigil’s Keep and arling of Amaranthine came under the control of the Grey Wardens. If you want to learn more about the rise and fall of the Howes, you’ll have to pick up a copy of Dragon Age: Origins, because I’m not saying anything about how they betrayed their allies and friends.

Bioware has also released a short trailer to introduce of one of the new party NPCs you will meet when you play Dragon Age Awakening, Anders. According to the video’s description, many mages chafe under the Chantrys control, and Anders is no exception. Its a lucky thing that Anders despises blood mages as much as the Chantry does, else he might have been executed as a suspected maleficaru.

Dragon Age: Origins – Awakening will be available for the Xbox 360® videogame and entertainment system, the PlayStation®3 computer entertainment system and PC on March 16, 2010. And yes – I have already placed my pre-order. Dragons, magic, spies, blood and gore – too much goodness to miss.

OCRI Releases Annual Knowledge-Based Industry Survey

OCRIOttawa – The Ottawa Centre for Research and Innovation (OCRI) has released its annual Knowledge-based Industry Survey. The study indicates that as of December 31, 2009, the number of companies in Ottawa’s knowledge-based sectors has increased by nearly half of one per cent while the number of employees has decreased by 1.3 per cent. The most current data, garnered from 13 industry sectors, indicates a slight increase of 0.4 per cent in the total number of companies to 1,857 up from 1,850 last year. The survey garnered responses from 88 companies whose primary business focus is in cleantech, contact centre/customer centre, convergent medical devices, defence and security, eBusiness, health and drug discovery, knowledge-based support services, photonics, semiconductor, software, telecommunications, wireless and digital media.

“We certainly expected 2009 to be challenging so we are not surprised by the decrease in employment but we also know that the best time to start a new business venture is during tough economic times. With 222 companies added to the database and a notable increase in employment for small and medium sized businesses we see that the support programs and tools available to new companies and entrepreneurs here in Ottawa are having a positive impact,” says Claude Haw, President and CEO, OCRI. “The entire city has rallied to provide support to help our companies become successful and there are examples of great collaboration all around us. Of course, we must continue to create an environment that is attractive to investors and actively leverages the various funding programs available for small and medium sized companies in order to fuel innovation and propel our economy forward.”

Ottawa’s cleantech sector demonstrated the greatest growth for the third year in a row, with several companies adding more than 50 employees to their staff base. This translates to a 25.2% increase in job positions for this industry sector. Also of note is Ottawa’s recent designation as one of the world’s top seven intelligent communities by the Intelligent Community Forum.

The OCRI report also points out the strength of the region’s digital media industry, stating that “the digital media sector has been gaining traction in our region. In October, Ottawa hosted the International Animation Festival, proving to many who weren’t already aware that Ottawa is a hotbed for digital media creativity. The cluster features 63 companies that have identified digital media as their primary industry and more than 120 others see digital media as their secondary industry. As a result, a formal digital media cluster, GENERATOR, was launched in December.”

Record Attendance for Spark FX 2010 and Other Vancouver Event News

Vancouver – It was a very busy week and weekend here on the west coast. Last Thursday evening was the Help Haiti Pub Night which saw $6000.00 raised for to assist UNICEF’s Clean Water Initiative. Many thanks to all of the great sponsors and donors who helped make the silent auction and Pub Night a great success.

Siggraph VancouverCongratulations to our Vancouver SIGGRAPH chapter for a very successful Spark FX event. With the highest attendance ever, there was much for the hardworking crew to be happy about. The Avatar post-mortem sessions were so popular with attendees that a closed circuit broadcast was presented in the common area for those who could not get seats in the theatre. In attendance at this episode of Spark FX was a committee from the SIGGRAPH conference, and they were very happy with the event as well, according to Sly Provencher. As many of you are already aware, SIGGRAPH 2011 will be held in Vancouver – the first time this conference has ever been awarded to a city outside of the United States, and I am definitely looking forward to being able to attend this great conference on “home turf.” SIGGRAPH 2010 will be held at the Los Angeles Conference Centre this coming July 25-29.

Global Game Jam 2010This weekend was also Global Game Jam, and we checked in with the teams over at UBC on Sunday afternoon. There were some great ideas happening, and co-organizer Vidya Kotamraju said that “The jam went extremely well and we have been very pleased with the turnout and the games. We have not ranked any games as the main aim is to foster creative collaboration. We asked each of the teams to present their games and judges from a few local game companies critiqued them.”Global Game Jam 2010

The majority of the participants were new to Global Game Jam, but there were a few veterans in attendance, including Brennan Massicotte and Miko Wilson. Several of the local digital media schools and programmes were represented, including BCIT, Emily Carr, SFU, UBC and Masters of Digital Media, as well as a few local studios including United Front Games and Propaganda Entertainment.

The organizers would like to thank this year’s sponsors for contributing to a very successful event, as well as mentors Andy Moore, Pat McGee, Victor Cameron and Brian Vidovic, and of course the local developers who came out to view and critique all of the games.

For this year’s Jam, the weekend developers were given the theme of Deception, which had to be worked into their game, along with key words punk, skunk and monk. There were some very creative ways which these were being worked into the games, including completely misleading the player and going against many of the “game mainstays” of how a gamer is lead through a level. Global Game Jam 2010Other challenges included making it possible to play the entire game in 5 minutes or less, using a maximum of 16 different colours including light and shading, using only sound effects which could be produced by the human body and several others. One other interesting fact to note is the increase in female participants this year, which more than doubled over last year’s event.

Vancouver had two Game Jam locations this year, but we unfortunately did not have time to visit the participants over at Vancouver Hacker Space, but you can check out all of the games here: UBC teams – 8 games and Vancouver Hacker Space – 1 game

We closed out our weekend at the 3D Animation Workshop which was held Sunday afternoon at the 221A Studios. I was invited to talk to the Workshop participants about Village Gamer, and while I’m not overly skilled at public speaking, the experience was enjoyable and another opportunity to meet people who work, teach and support our local interactive media industry. The 3D Animation Workshops are an informal platform for artists and other creatives to share experience and knowledge, and is hosted by the CG Movement community.

Events for this week include the Women In Games Vancouver Networking Night on February 3rd, which is taking place in the Wine Room at Steamworks Brew Pub, starting at 7pm. Then on Thursday evening it’s the League of Kickass Business People panel “Get in the Game: Gaming Isn’t Just For Gamers Anymore” featuring panelists Steve Bocska, McElroy Flavelle, Victor Lucas, Mark Magnusson and Ian Clark, with moderator Eric Brooke. The aim of this panel is to investigate and discuss the many ways which gaming is revolutionizing your business and your world. Learn how gaming trends are shaping everything from customer experiences to community building, leadership training to team collaboration, simplified interfaces to communicating complexities – and how gaming’s impact will accelerate in the next decade.

Mass Effect 2 Tops Charts, Return To Ostagar Returns to XBL Marketplace, FIFA Online Beta Announced

If you were able to download Return to Ostagar during its previous release, you will not need to download it a second time. However, you will need to download the new version of the title update.

The PC and PlayStation 3 versions are still in testing. We expect the PC to complete testing in time for release early next week. We will update you with PlayStation 3 status when we have more information.

Title Update Release Notes:

Some players were unable to unlock the four achievements from Warden’s Keep and the Stone Prisoner during the first four days of launch. These achievements will unlock properly once you sign in to your Xbox Live and EA accounts.

The previous Xbox 360 update introduced an issue that relocked class specializations. This title update will resolve that issue.
